ABSTRACT

I have been challenged to compare the forecasts of three different institutions. Once the forecasts were assembled I researched the reasons why there may be differences between the institution’s forecasts. I have also discussed the implications of these forecasts on three planning issues within the organization. My findings and recommendations of changes to these planning issues in order to minimize potential risks or maximize opportunities follow in the paper below.

Macroeconomic Forecasts

Factors such as inflation, unemployment, consumer spending and the overall level of output in the economy are covered by forecasts such as those put out by the government and financial institutions. Predictions are made and published regularly by governments throughout the West and private sector institutions. The results of the forecasts are in turn used as inputs to significant policy decisions, such as setting interest rates and deciding monetary policy. Additionally commercial businesses are also influenced by these forecasts regarding the scale of their commercial operations.




I have gathered three separate forecasts published by three different institutions and compared the results of these forecasts. The forecast findings are as followed

Although the above forecasts are very similar, there are slight differences in what they reported. There are some reasons as to why there are differences in the respective statistics prepared by the forecasters.

As the track record shows, forecasters collectively tend to err during periods that include either turning points in the business cycle or significant shifts in major economic trends. During these times it leaves more room for variances between each institutions forecast. Differences in the consumer price index series can be a result of which CPI is calculated. There are different series, one is known as the CPI-W (the price index for urban wage earners and clerical workers). A second, broader consumer price index series is the CPI-U (the price index for all urban consumers). CBO bases its inflation forecast on the CPI-U, a more widely cited measure of inflation and the one now used to index federal income tax brackets. Although annual fluctuations in the CPI-U and CPI-W are virtually indistinguishable, the indexes differ in some years. Other institutions may use the CPI-W to measure inflation, which could lead to slight differences in the forecasts.

CBO used monthly data published by the Board of Governors of the Federal Reserve System to calculate two-year averages of nominal short- and long-term interest rates. The forecasts of short-term interest rates were compared using historical values for two measures of the interest rate on three-month Treasury bills the new-issue rate and the secondary-market rate. The Administration forecasts the new-issue rate, which corresponds to the price of three-month bills auctioned by the Treasury Department--that is, it reflects the interest actually paid on that debt. CBO forecasts the secondary-market rate, which corresponds to the price of the three-month bills traded outside the Treasury auctions. Such transactions occur continually in markets that involve many more traders than do Treasury auctions. As a result, the secondary-market rate provides an updated evaluation of short-term federal debt by the wider financial community. CBO likewise compared the various forecasts of long-term interest rates using historical values for two measures of long-term rates the 10-year Treasury note rate. The way the numbers are determined plays the biggest role in the accuracy of the data. Each institution ay use different numbers to arrive at their forecasts, which can lead to the variance between their forecasts. When a company bases business decisions on these forecasts there can be implications on the planning within the company when they are inaccurate.

The forecasts of the unemployment rates, inflation rates, and the GDP can have implications on the planning for a business. Unemployment forecasts can affect planning in that if unemployment is high there are usually more people out looking for jobs. If the demand for jobs actually exceeds the number of jobs available then there are more chances of getting a more qualified employee for less money. Many people are willing to settle for slightly lower salaries when jobs are hard to come by. Knowing the forecast for unemployment allows you to better prepare for what kind of job seekers you will see.

The inflation rates have a large effect on the business success and the pricing strategies we plan. If inflation drops, as predicted, then a price increase could be expected. Depending on the elasticity of the company this could be good or bad. In the case of my company, it is very elastic and responds greatly to price changes. The good news is that a price increase would actually help us to increase profits. It has been determined that if the prices were to increase then demand would continue to increase, thus increasing the profit. Knowing the forecast for the inflation rates it makes it easier to plan for any price increases or decreases.

A third factor that has implications on the company planning is the GDP. GDP is the total value of all final goods and services produced within the boundaries of a country. GDP is one of the most important barometers or indicators of the performance of the economy. Having an idea of what the forecasts are for the future economic performance can help a company prepare for things such as consumption, consumer spending and business investments. The implication of the GDP on planning is that when you can prepare for future spending and consumption you can prepare for the swings in demand and adjust supply accordingly.

Given these forecasts and the implications they have on planning I would make the recommendation to implement a price increase. Inflation is expected to decrease over the next couple of years. When inflation decreases there is usually a price increase. It has already been determined that a price increase would be a profitable decision regardless of the changes in inflation. As a result, I think that a price increase should be planned in order to maximize our profits. Also, with the expected increase in GDP we can assume consumer spending will be up and consumption will be up, which will also aid in maximizing our profits.

Inflation, unemployment, consumer spending and the overall level of output in the economy are all covered by forecasts that many companies rely on in order to plan for the future economic state. The government also uses forecasts in making decisions on policies, including monetary policies. These forecasts are an important part of business planning and have implications on the planning issues in the company or institution.

Reaction, Rate of, amount of a substance that takes part in a chemical reaction in a given time. Chemical reactions happen at widely different rates. The weathering of buildings and statues caused by acid rain is very slow, but the reactions that take place when a firework explodes are very fast. Most reactions take place at a rate somewhere between that of a firework explosion, which is almost instantaneous, and that of weathering stone.

Finding out how quickly reactions take place and understanding why they happen at the rate they do is very important to the chemist. Speeding up useful reactions and slowing down harmful ones can be important in industrial production processes, and in activities such as preserving buildings or foodstuffs. The use of domestic refrigerators and freezers, as well as cold storage by wholesalers, in transit and in shops, makes modern methods of feeding large populations possible by slowing down the speed at which foods decay.

The chemical reactions that take place in the human body happen at extremely slow rates when they are unaided. However, there are thousands of special proteins called enzymes in the body, which speed up these reactions millions of times. These enzymes are biological catalysts (substances that speed up reactions but are themselves left unchanged at the end). Without them, human beings and other living things could not survive.

Finding catalysts for industrial reactions is a vitally important field of research. Also, when particles do collide, they are more likely to react, rather than just bounce off each other, if they are moving faster. Cooling has the opposite effects. For example, when sodium thiosulphate is mixed with dilute hydrochloric acid the mixture becomes cloudy as solid sulphur comes out of the solution (precipitates). If the mixture is heated, it becomes cloudier more quickly. If it is cooled, it takes longer to become cloudy.

Increasing the concentration of reactants (the amount dissolved in a given volume of solution) can have an effect similar to heating them, because the more particles present, the more likely a collision, and so the higher the reaction rate.

Particle size can also affect reaction rate. Marble chips will dissolve in hydrochloric acid more slowly than an equal amount of ground marble, because less surface area is exposed for the acid to attack.

The rate of a reaction can be obtained by following some measurable property that alters as the reaction occurs. Examples of such measurable properties include gas volumes, concentration of reaction mixture, and electrical conductivity.

Measuring gas volumes could be appropriate in a reaction such as the evolution of carbon dioxide gas when dilute hydrochloric acid is added to calcium carbonate,

The rate at which carbon dioxide is evolved can be followed by attaching a gas syringe to a test tube in which the reaction is occurring and noting the volumes at fixed time intervals.

By sampling the reaction mixture and the concentration of one of the components of the reaction mixture (either reactants or products) at regular intervals, the concentration of the reaction mixture can be estimated by titration. An example is the acid-catalysed hydrolysis of an ester such as ethyl ethanoate,

The reaction mixture is titrated at intervals against a standard solution of sodium hydroxide; there is a constant concentration of acid present as catalyst, so as the reaction progresses, more alkali is required due to the formation of ethanoic acid.

In some reactions, electrical conductivity can be measured, as this changes as the reaction proceeds. For example, during the alkaline hydrolysis of bromoethane,

Rates of reaction can be changed not only by catalysts but also by changes in temperature and by changes in concentrations. Raising the temperature increases the rate by increasing the kinetic energy of the molecules of the reactants, and therefore the probability that any given molecule will have more than the activation energy. Increasing the concentration or temperature can also increase the reaction rate by increasing the rate of molecular collisions.

Rates of reaction of solid materials can also be increased by finely dividing the solid. This increases the surface area so that more molecules can collide.

VI CHEMICAL EQUILIBRIUM As a reaction proceeds, the concentration of the reactants decreases as they are used up. The rate of reaction will, therefore, decrease as well. Simultaneously, the concentrations of the products increase, so it becomes more likely that they will collide with one another to reform the initial reactants. Eventually, the decreasing rate of the forward reaction becomes equal to the increasing rate of the reverse reaction, and net change ceases. At this point the system is said to be at chemical equilibrium. Forward and reverse reactions occur at equal rates.

Changes in systems at chemical equilibrium are described by Le Châteliers principle, named after the French scientist Henri Louis Le Châtelier Any attempt to change a system at equilibrium causes it to react so as to minimize the change. Raising the temperature causes the equilibrium to shift in the endothermic direction; lowering the temperature causes the equilibrium to shift in the exothermic direction. Raising the pressure favours reactions that lower the volume, and vice versa.

In his work, “A Modest Proposal,” Jonathan Swift brilliantly orchestrates the methods of satire, timing, tone, and imagery to create an exaggerated portrait of Ireland’s situation in the eighteenth-century. Because Swift cites his information from reliable sources such as a “principal Gentleman in the County of Cavan” or a “knowing American,” he reassures his audience with a mock sincerity. This is especially appealing to many of his readers because many political men previously took advantage of the present situation in Ireland by creating preposterous solutions of economical and social relief for their own personal gains.





Also, on a more scientific end, Swift validates his calculations and collected information to his educated audience, so that they would not second guess or challenge his sources. In doing this he crates a sort of Alienation effect that will not allow his audience to think with their emotions. After building up his audience’s anticipation with sound and deliberate reasoning, Swift shocks his audience with his proposal of treating humans as commodities. He then continues to build the plausibility of child cannibalism with apparently rational reasoning, stating that “Thirdly…the Nation’s Stock will be thereby increased…fifty-thousand Pounds per Annum, besides the Profit of a new Dish…the Goods being entirely of our own Growth and Manufacture.” The irony is now blatant in the absurdity of the proposal.


Swift’s mathematical reasoning does not entirely convince the audience of the rational reasoning of child cannibalism. Through the language used, the children even act as a voice for Swift himself. Swift associates the children as “carcasses” comparable to “…sheep, black cattle or swine…” in an effort to distance the “Object” from the audience.


The irony used in this text is disturbing and extremely realistic. It becomes even more alarming when the English audience finds themselves far away from this tragedy in Ireland. Swift presents a distorted image of reality and morals thus leading the audience, the Protestant Englishmen, to become shocked by the allegedly serious tone of the piece. In an essence, his tone leads the audience to believe humans are in fact animals themselves. His “proposal” becomes clearer with the grotesque imagery of the market and the slaughterhouse “Infants flesh will be in Season throughout the Year, but more plentiful in March…Therefore reckoning a Year after Lent, the Markets will be more glutted than usual…” This forces the readers to pictures themselves as animals, with the view to acknowledge how far from the rational thinking of human beings they have been led.


I believe that Swift suggests trying something unrealistic because his previous ideas were far too realistic for an exceptional society such as Ireland. This mock proposal presents an insane idea that would control population growth, increase monetary fluidity and agricultural prosperity, and offer welfare benefits. Swift’s previous “Remedy for this one individual Kingdom of Ireland” also solves these domestic problems but with more humane and rational tactics. While Roman fever probably refers to malaria, the metaphoric use of illness in this story to me corresponds with the historical treatment of cholera.


When reading about the roman fever in the early nineteenth century, many physicians were said to believe that the person who caught cholera had predisposed himself to the disease through sin, including sexual excess. The transgression of sexual mores and the transgression of other values, sisterhood or friendship, are so intertwined in this story that the definite meaning of the title is unclear. So when Grace Ansley came up sick because she went to the Forum many things ran through people’s minds because of what physicians were said to believe.





Roman fever may be a metaphor for transgressively sexuality, for sexual rivalry, or even for the hostility among women that the social pressures of courtship catalyze. During the time the two women were talking about their childhood Alida reveals to Grace her knowledge that Grace had really gone to the Forum to meet Alidas fianc�, Delphin Slade. This is why the sexual rivalry was impelled by a mixture of jealousy, guilt, and vengeful satisfaction, Alida declares that she, not Delphin, wrote the letter summoning Grace to the meeting.


These three main metaphorical meanings have has many if not great effect on the two marriageable daughters, because when the two daughters leave for a un- chaperoned outing, they talk to each other about how they were raised and what each of them went through. The two daughters talk of how carefully their mothers guarded them, and how their own mothers were in turn warned of Roman fever to keep them in at night.


Besides many metaphoric ideas running through this story, there is a very interesting but surprising ending that was not expected. The initial crisis is followed by a much more powerful one when Grace makes her own revelations about that night at the Forum. Grace does not understand why Alida did the things she did. During the time the two girls went on their journey and the women were sitting and talking Alida told Grace about what she did because she believed that Grace would laugh about it. Alida told her; I told you because “I suppose I did it as a sort of a joke”. But from everything Alida told Grace we should be able to assume Grace did not think it was a good “joke”, because it made her look like she had done something dirty, and that is not what grace wanted people to think. As the conversation came to an end, Grace remembered that Alida talked a lot about not having a close relationship with her daughter and, how she wishes that she had something to fall back on since Delphin is now dead. One night, when Marcels father does not let him kiss his mother on the cheek, Marcel decides to revolt. He has Francoise (the maid) take his mother, who is entertaining a family friend Swann, a note begging her to come see him in his room. At first his mother refuses, but once Swann has gone and she sees how miserable Marcel is, she decides to spend the night in his room. He is shocked when his father urges her to stay in Marcels room. Even though Marcel feels victorious at first, he soon realizes that winning his mothers presence provided his family with acknowledgment that he suffers from a nervous ailment. His guilt makes him cry even more and his mother had to struggle to keep back her own tears. To calm Marcel’s nerves, his mother offers to read him a book � “Look, since you can’t sleep, and Mamma can’t either, we mustn’t go on in this stupid way; we must do something; I’ll get one of your books” (Proust, 707).


An important theme emerges in this section which is Marcels emotional attitude toward his mother. Marcel looks to her for guidance, sympathy, and love, but when he receives these comforts, he feels guilty about not being more independent. He experiences this guilt by envisioning the effects that his need for his mother has on her. As Proust writes, “I ought to have been happy; I was not. It struck me that my mother had just made a first concession which must have been painful to her…” (706). As a result, their relationship is tainted by Marcels belief that he is always causing her some sort of grief.





Marcels desire for his mothers goodnight kiss anticipates one of the novels major themes - the romantic desire of men for women. Marcels desire for his mother is not strictly romantic, but it does suggest that mens desire for women is a key part of their lives. I would like to discuss is “Twelfth Night”. During this play


it seems as if everyone is in search of meaningful relationships.


Orsino is attempting to court Olivia, yet Olivia wants Cesario.


This causes some friction because Orsino trust Cesario deeply.


Orsino says “Thou knowest no less but all; I have unclasp’d/


to thee the book even of my secret soul” (1.4.1-14). This shows


us the blossoming of a relationship between Orsino and Cesario


after only three days. Though this trust is premature, it is


earned throughout the play. When trust is broken there is a


high price to pay, lost friendship or death in extreme cases.


Later on in the play when Orsino believes Cesario has betrayed


him he states “I’ll sacrifice the lamb that I do love/to spite


a raven’s heart within a dove” (4.1.16-17).


Another relationship that we watch grow from minor to major


is that of Antonio and Sebastian. Antonio does not know Sebastian


yet he takes care of him after the shipwreck. Sebastian begins


the relationship deceitfully by giving him a false identity.


When Sebastian begins to realize Antonio’s benevolence he tells


the truth. Even though Antonio has been lied to he trust Sebastian


so much that he gives him money, and risk his life to ensure


Sebastian’s well being. But when Antonio mistakes Cesario for


Sebastian, and Cesario denies Antonio conflict arises. Antonio


rebukes Cesario by saying


But O how vile an idol proves this god


Thou hast, Sebastian, done good feature shame.


In nature there’s no blemish but the mind;


None can be call’d deform’d but the mind;


Virtue is beauty, but the beauteous evil


Are empty trunks o’erflourish’d by the devil. (.4.8-)


Once again we see that trust is essential, and the abuse of trust


is grounds for dismissal.


In “The Merry Wives of Windsor” mistrust and jealousy fuel Ford’s


and Page’s “infidelity hunt”. Ford is the jealous husband, while


Page is the more confident. However, these two positions grow


increasingly closer as the play goes on. Falstaff trust his


men Nim and Pistol with his plan to seduce both Mistress Page


and Mistress Ford. And in return Nim and Pistol inform Mr. Page


and Mr. Ford of Falstaff’s plot. From almost the beginning of


the play we are aware of Ford’s jealousy toward his wife. This


is all unprovoked up until he is made aware of Falstaff’s courting.


Ford’s mistrust is deepened when he finds out that his wife


has invited Falstaff into their home. After many failed attempts


to catch their wives cheating the husbands are made aware of


the wives scheme to trick Falstaff. Ford feels so dumb that


he declares


Pardon me, wife. Henceforth, do what thou wilt;


I rather will suspect the sun with cold


Than thee with wantonness now doth thy honour stand,


In him that was of late an heretic,


As firm as faith. (4.4.5-)


In the end Page’s faith in his wife is reaffirmed, while Ford’s


jealous spirit is trampled. Shakespeare has shown once again


how important reliance is regarding relationships, especially


concerning marriage.


The Duke of Gloucester in “Richard III” is seen to be one of


the most villainous characters in all of Shakespeare’s works.


Though everyone in the play knows of Richard’s character, his


oratory abilities allow him to gain peoples trust. Richard’s


brother Clarence believes that Richard will come to his rescue,


thus trusting him with his life. Clarence is oblivious to the


fact that he is being held captive because of Richard. Clarence


is so faithful in his brother that he refuses to believe his


murderers when they tell him Richard has sent them. Clarence


states “O, no, he loves me, and he holds me dear/ Go you to


him from me”(1.4.18-1). After they speak badly about Richard


Clarence replies “O, do not slander him, for he is kind” (1.4.7).


Clarence meets his death while still taking up for his devilish


brother. Here we see that unwavering trust is dangerous when


it is not justified.


In “Measure for Measure” we are told the story of Claudio’s


imprisonment, his sister’s attempt to have him pardoned, and


Angelo’s requirements for granting a pardon. Though we know


The Duke and Isabella plan to trick Angelo, they trust Angelo


to be true to his word. Angelo receives his payment and does


not set Claudio free. Angelo abuses the trust of The Duke by


compromising his authority and that of Isabella by not pardoning


Claudio. In the end he is chastised, almost executed and forced


to marry Mariana.


In “Macbeth” trust in the witches prophesies is the cause of


Macbeth’s rise and fall. Macbeth believes he will be king so


much that he murders his king in his own house. He has his friend


Banquo killed based on his belief in prophesy. In his second


trip to see the witches they update him telling him that he should


beware of Macduff; he can’t be killed by anyone born of woman;


and he will be safe until Birnam Woods comes to Dunsinane Castle.


All of these prophesies are true again, but Macbeth’s faith


leads to his demise.


Finally we have King Leontes in “The Winter’s Tale”. This play


tells the tale of a King who plainly “turns something into nothing”.


Leontes suspects his good friend Polixenes of having an affair


with his wife. When he approaches Camillo regarding the situation


Camillo denies any knowledge of cuckoldry. Leontes deems Camillo


negligent due to his disagreement. The “green-eyed monster”


causes Leontes to distrust his wife so much that he has her imprisoned


without proof. He is so overcome by jealousy that he has his


own child abandoned in the woods. After he receives word from


the Oracle that Hermiones is chaste he refuses to believe it


saying “There is no truth at all i’th the oracle/ The sessions


shall proceed this is mere falsehood!” (..148-14). It takes


the death of his son and wife for Leontes to recognize his folly.





In conclusion it is clear that a relationship built without


trust is sure to fall. Weather the relationship is a friendship


or a marriage jealousy is capable of destroying the strongest


bonds. Shakespeare implemented this in various situations, yet


this obstacle remains, plundering all that it may.

In the short story Emergency Society written by Uta Frith irony exists in numerous ways. The first piece of irony occurs in the title, Emergency Society. An emergency is a spontaneous, unwanted situation or disaster, but during this story there are emergencies that are planned which is the authentic opposite of the definition. The society loves emergency time, they even look forward to it. During this time people dress up for action, and there is always something new to look forward to. Surprisingly this adds an instantaneous vibe to the story since it is completely not anticipated. On the contrary those who participate in the emergency are perfectly fine, however those who do not participate become victims. Additionally, policing an area like Whitechapel would require large numbers of policemen so that communication between officers was successful. If policemen relied on whistles to alert their colleagues, ‘the sights and sounds,’ of Whitechapel would hinder their actions because Whitechapel was clearly a noisy and chaotic place. In addition, the raised levels of criminal activity in the area implies that the people of Whitechapel, in avoiding arrest themselves, might hinder police activity and inadvertently assist the Ripper in avoiding capture.

Famines, drought and poor water quality in cities like Dhaka in developing countries force many of the inhabitants living out in the country farming or what not to move into the city to seek aid. Many countries all over the world have overpopulated cities, many in developed countries and even more in developing countries but the key difference is how overpopulated cities like Dhaka in Bangladesh struggle since the country has not yet been able to set up the adequate facilities to sustain such a high population (17,567,00 people). This is when water sanitation and food supply all mentioned above become a real threat to a cities health With Dhaka suffering “Between 5 and 50 of every 100 newborns suffer from low-birth weight… 70 percent of mothers are afflicted by nutritional deficiency and anaemia. The city and country is so busy putting money out of its budget into feeding the people and trying to keep some kind of decent standard of living that all the things required for a developing country are neglected. Clearly the growing population of cities in developing countries is going to be a continual problem until some sort of global “law” can be introduced to help the countries battling malnourishment, education problems and sever lacks of technological advance.
